Rock Creek Partners is an experience-based, client-focused advisory firm serving both banks, credit unions, and depository investors. Our approach is shaped by what we have learned leading inside these institutions and by what clients told us they value most from advisors.
Many firms advise from the outside in. We have built careers inside operating roles; leading balance-sheet management and liquidity, chairing ALCO and liquidity crisis teams, and working directly with regulators to navigate and resolve complex matters.

Managing Partners
Francis Mitchell
Prior to founding Rock Creek Partners, Francis served in senior leadership roles including Chief Financial Officer, Treasurer, and Chief Investment Officer across depositories of varying sizes. He began his career as a fixed-income trader at Vanguard before moving into portfolio management at TD Bank and later Webster Bank. At Webster, his responsibilities expanded beyond investments to include asset-liability management (ALM), Asset-Liability Committee (ALCO) leadership, liquidity management, financial planning and analysis (FP&A), risk management, model governance, and policy development.
Over the course of his career, Francis has worked with a diverse range of financial institutions, each with its own priorities, challenges, cultures, and balance sheets. In 2023, he joined the new management team at Republic Bank in Philadelphia, where he led efforts in liquidity and strategic planning under the CFO. His team successfully stabilized liquidity and extended the Bank’s ability to evaluate and pursue strategic options. Through close engagement with senior leadership at the FDIC, FRB, and FHLB, he contributed to the development of policy innovations in liquidity and ALM that are now integrated into regulatory practice.
Francis earned a BS in Engineering and Accounting from Drexel University, an MBA from the University of São Paulo, and an MS in Financial Engineering from Temple University. He also holds FINRA certifications including the Series 7, Series 63, and SIE.
He is a frequent speaker on depository-related issues, with presentations ranging from effective portfolio management and policy development best practices to stress testing and liquidity strategy. Most recently, he presented at the 2024 Brean Depository Conference on “Managing Balance Sheets Through Severe Stress.”

Andre D. Galeano
Andre D. Galeano is a senior executive in financial institution supervision and enterprise risk management. He is known for clear judgment, disciplined execution, and a practical approach that turns complex supervisory matters into actions for boards and senior leadership. His work has focused on strengthening controls, improving transparency, and supporting the safety and soundness of housing finance institutions.
Most recently, Andre served as Chief Risk Officer of the Federal Home Loan Bank of Pittsburgh, where he led the enterprise risk program and improved the credit risk management framework. Before that, he was Deputy Director of the Division of Enterprise Regulation at the Federal Housing Finance Agency, leading supervision of Fannie Mae and Freddie Mac. Earlier, he served as Deputy Director of FHFA’s Division of Federal Home Loan Bank Regulation, overseeing the supervisory program for the Federal Home Loan Bank System. He began his public service at the Federal Deposit Insurance Corporation, where he supervised domestic and international banks and coordinated examinations with other authorities.
During his FHFA tenure, Andre also published public supervisory guidance and communications to clarify expectations and explain priorities to regulated institutions and stakeholders. He lives in Gaithersburg, Maryland, and is known for a calm, collaborative style and precise communication that supports sound decisions and durable improvements.
