Prior to joining Rock Creek Partners, Francis has served in roles such as Chief Financial Officer, Treasurer, Chief Investment Officer, and other senior roles across various sized depositories. He started his career as a fixed income trader at Vanguard, but quickly moved to managing the investment portfolio for TD Bank and then Webster Bank. At Webster Bank he expanded into areas such as ALM, ALCO, liquidity, FP&A, risk management, model governance and policy development.

Through his career Francis has worked across a diverse group of financial institutions all having unique priorities, opportunities, challenges, cultures, and balance sheets. In 2023 he joined the new management team at Republic Bank in Philadelphia ($6Bln assets) in which his team lead the development of liquidity and strategic planning under the CFO. His team successfully stabilized liquidity and prolonged the ability for the Bank to develop and evaluate strategic options. His team collaborated with senior leaders at regulatory agencies to develop new regulatory tools, policy, and guidance as it pertains to operational liquidity, contingency funding and ALM.

Francis graduated from Drexel University with a BS in Engineering & Accounting and has two Master degrees (an MBA from University of Sao Paulo, MS in Financial Engineering from Temple). He also has his series 7,63 and SIE FINRA certifications. Francis has spoken about various depository related topics and issues at various conferences. Most recently he presented at the 2024 Brean Depository Conference on “Managing Balance Sheets Through Severe Stress,” and has previously presented on topics ranging from effective portfolio management for depository balance sheets to policy development best practices.
